NACP discovered three officials had undeclared cryptocurrency worth 180 million hryvnia

NACP, in cooperation with the Cyber Police Department of the National Police of Ukraine, based on the results of inspections, revealed false information about cryptocurrency in the declarations of three officials.

NAPC reported this.

In particular, the deputy head of the Regional Service Center of the Main Service Center of the Ministry of Internal Affairs in the Mykolaiv region in the declaration for 2021 declared the Bitcoin cryptocurrency, the value of which in hryvnia equivalent at the end of the reporting period amounted to ₴100 million, the presence of which he did not confirm during a full audit . The declaration for 2022 established the reflection of inaccurate information about the availability of cryptocurrency for more than 48 million. The declarant explained the inability to confirm the presence of part of the cryptocurrency by the theft of a cold crypto-wallet and the key to it. Regarding another part of the asset, the official provided documents that did not allow confirming the veracity of the declared information.

In the declaration for 2022, an employee of the Donetsk Regional Prosecutor’s Office NAPC revealed the declaration of false information of more than 23 million. Regarding cryptocurrency alone, the employee provided false information amounting to ₴22.5 million, including the availability, quantity and value of his numerous digital assets, and forgot to mention some of them altogether. At the same time, he explained that part of the cryptocurrency was given to him by the exchange, which was operating in test mode and not connected to the blockchain, and the indicated price of the cryptocurrency was an advertising campaign of the exchange to attract customers, and not the real price.

In the declaration for 2021, a deputy of the Vinnytsia City Council indicated information about the presence of a member of his family of cryptocurrency, namely Bitcoin in the amount of 20 tokens worth more than two million hryvnia and DOT worth almost ₴7.5 million, which he could not confirm during a full audit. At the same time, a member of the declarant’s family provided a screenshot that did not allow us to establish the veracity of the information specified in the declaration, and in relation to Bitcoin, he also noted that he had lost access to the asset on the specified exchange. Based on the results of a full audit, it was determined that false information was displayed for a total amount of 12 million.

Based on the substantiated conclusions of the NACP, the competent authorities began criminal proceedings on the grounds of an offense under Part 2 of Art. 366-2 of the Criminal Code of Ukraine (deliberate entry by the subject of the declaration of knowingly false information into the declaration of a person authorized to perform the functions of the state or local government).
