In Ukraine, fines for failing to appear on a summons to the TRC have increased

Reservists and conscripts face hefty fines for failure to report to the TRC and SS. Legal entities of enterprises that do not provide information about their employees are also subject to fines.

The fine for not appearing at the territorial recruitment and social support center (TRC and SS) after receiving a summons has significantly increased. This was reported by lawyer Tetyana Danylenko.

Due to the introduction of Law No. 10379, the responsibility for violating military duties has been significantly strengthened.

A summons in Ukraine can be issued to ensure that a conscript or reservist appears at the territorial recruitment and social support center to update their information. Such clarification may be necessary if there are discrepancies between the military registration document and the data in the Unified State Register of Conscripts.

The head of the notification group must offer the citizen (excluding employees of the SSU and intelligence agencies) to appear at the TRC and SS. There, they will need to update their personal information and verify it with the register. For this purpose, a summons is issued and handed over to the citizen. Refusal to receive it is documented with an act and entails legal liability.

According to the new law, several levels of violations have been introduced: first violation, repeated violation, and violation during martial law.

For violation of military registration:

  • in peacetime – from 3,400 to 5,100 hryvnias;
  • during wartime or for repeated violations – from 17,000 to 25,500 hryvnias.

For violation of defence and mobilization legislation:

  • in peacetime for citizens – from 5,100 to 8,500 hryvnias;
  • for officials and legal entities – from 17,000 to 34,000 hryvnias.

For evading mobilization during wartime:

  • for citizens – from 17,000 to 25,500 hryvnias;
  • for officials and legal entities – from 34,000 to 59,000 hryvnias.

Conscripts who fail to report to the TRC upon receiving a summons, evade registration, or do not update their information can now face a fine of 17,000 hryvnias.

If an enterprise does not provide information about its employees, the responsibility lies with the legal entity, which is subject to a fine of 34,000 hryvnias.

Under martial law conditions in Ukraine, men aged 18 to 60 are required to carry their military registration document along with their passport, which may be requested by representatives of the TRC, police, or the State Border Guard Service.

Women conscripts under similar conditions are required to present only a passport (paper, ID card, or electronic document in "Diya").
