A top official of the Kyiv City State Administration is suspected of extorting bribes from transport carriers

Director of the Kyiv City State Administration’s Municipal Transportation Service is suspected of systematic extortion of money from the capital’s carriers.

This is reported by the Kyiv City Prosecutor’s Office. 

According to YouControl’s data, the director of the Kyiv City State Administration’s municipal transportation service is Oleksandr Shymko.

The investigation established that the official ensured unfounded inspections of one of the carriers, and based on their results, documents were drafted stating the non-compliance of the transportation vehicles for passenger transport. Thus, the officials created conditions for obtaining undue benefits from the entrepreneur.

The press service noted that earlier, as part of the same criminal proceedings, the deputy head of the Kyiv City State Administration’s Department of Transport Infrastructure and the head of a private transportation company had already been notified of suspicion.

According to the prosecutor’s office, during 2024, the deputy head of the Department of Transport Infrastructure unilaterally initiated the termination of the contract for transportation on one of the city bus routes with the company. The results of the unfoundedly initiated inspection of the carrier’s work were used as a basis for terminating the contract.

After this, a temporary carrier on the route was designated, a company whose director had connections with the Kyiv City State Administration official.

As reported by the press service, when the head of the company, whose transportation contract was terminated, addressed the city administration for clarification of the reasons for such a decision, he was offered to pay 40 thousand hryvnias weekly as a "compromise" for the right to work on the route.  

"During the pre-trial investigation, 7 cases of undue benefit amounting to a total of 280 thousand hryvnias were documented," the statement reads.
