Insider names the people who are having so much fun during the war – they are the head of Filatov’s faction "Proposition" Serhiy Pustovoy, deputy from the same "Proposition" Yevhen Kryvosheev, and Dnipro city council deputy Kamil Primakov from "EuroSolidarity". All of them were supposed to participate in an international conference on the city’s restoration but went to the Maldives instead.

Of the entire trio of elected officials, Serhiy Pustovoy arouses the most interest, as he is the deputy of one of the most "lucrative" commissions of any local council – the land commission ("Комісія міської ради з питань архітектури, містобудування та земельних відносин"), which oversees issues of land allocation and withdrawal in the city for both business and individual residential construction. Even in a small town, this is the most corrupt commission, and in a city of millions, it is just a dream for any deputy. It is clear that only their own people are usually included in this commission, and the leading trio – the head, deputy, and secretary – are definitely people of the mayor or the criminal group that controls the relevant city council.

What is interesting in this context – Serhiy Pustovoy was in this same commission in the previous term and also held a leading position – he was its secretary. True, he was elected to the Dnipropetrovsk city council then, in 2015, from the Opposition Bloc, but quickly changed colors, fleeing to "Proposition".

In this respect, it is curious to look into his declaration. From it, you can learn that after 2015, the Pustovoy family acquired a whole collection of real estate and land in the city of Dnipro. The years 2019-2020 were especially generous – during this period, five non-residential premises with a total area of 444.4 square meters (88.3 meters, 91.9 meters, 157.4 meters, 36.8 meters, and 70 meters, respectively); seven land plots with a total area of 2,613 square meters (880 meters, 196 meters, 77 meters, 365 meters, 765 meters, 225 meters, and 105 meters, respectively); a shopping center with an area of 499.5 square meters, bought by Pustovoy’s wife, Iryna Zelinska, for 5,706,000 hryvnias; and a purified water pavilion with an area of 16.3 squares, bought by Iryna Zelinska in 2021 for 24,490 hryvnias (this is not even funny, so let’s do without comments).

Most of these properties are registered to Iryna Zelinska; all the land is leased. Of course, the fact that Serhiy Pustovyi’s wife has a different last name helps a lot when allocating city lands, but unfortunately, the declaration has to be filed, and there’s nothing to be done about it. As for Serhiy Pustovyi himself, during his time as a deputy, he acquired only one apartment, which he bought in 2021 for 1,978,800 hryvnias. True, the declared price in the declaration and the real market price of this apartment raises doubts, but let’s leave this to the conscience of Serhiy.

However, from a formal point of view, everything is clean – Iryna Zelinska, like any other Ukrainian citizen, has the right to submit applications to the Dnipro city council with a request to lease any land plot she likes. After considering this application, the land relations commission of the city council has the right to either fulfill her request (as well as any other citizen of Ukraine) or to refuse it. The law does not prohibit the spouse of Ms. Zelinska from being a member of this commission; moreover, as a deputy and deputy head of this commission, he is obliged to participate in its meetings. So no crime here, just a coincidence. True, the allocation of these lands caused scandals, but that is where the matter ended.

The same applies to the purchase of an apartment – Serhiy Pustovyi, as a Ukrainian citizen, has every right to buy himself a residence, especially since his income fully allows it – in the same 2021, when the apartment was bought, he declared 8,301,486 hryvnias just from professional activities as a notary. So everything is clean here, and we can only be happy for the income of Ukrainian notaries.

As for his parliamentary activities, Serhiy Pustovyi not only voted for the allocation of land to his wife and entourage but also, for example, for the reorganization and reduction of the city’s social facilities. Among these was the House of Teacher, on the site of which a shopping center will be built; Children’s Hospital No. 5 near Shevchenko Park; Clinic No. 2 on Europeyska Street, 14, which, thanks to Pustovoy and his colleagues, was sold for 400,000 hryvnias (10,000 dollars). Serhiy Pustovyi was one of those who voted for the demolition of the historic building of the Red Cross Hospital. The Geneva residential complex began to be built on its site.

If we return to the political biography of Serhiy Pustovyi, it should also be noted that from 2010-2015 he was a deputy of the Dnipropetrovsk regional council from the "Party of Regions," and after Yanukovych fled, he quickly changed colors and joined Andriy Derkach’s "Our Land" party faction.

Such political chameleon behavior is not surprising. It’s hereditary – Serhiy Pustovyi’s mother, Mariya Pustova, in 2006, became a deputy of the Dnipropetrovsk regional council from the "Party of Regions," and in 2010-2012, she was the deputy of the head of the Regional State Administration Vilkul.

And in 2020, Mariya Pustova was elected to the Dnipropetrovsk regional council from Viktor Medvedchuk’s OPFL.

So there is nothing surprising in Serhiy Pustovyi’s behavior. Both in terms of changing the signs under which he has been coming to power since 2010 and in dancing in the Maldives to Ani Lorak’s songs. All this allowed him to become one of the richest deputies of the Dnipro city council, where he has been noted in a number of very dubious votes. Why not rest after that? He can afford it. True, the classic called such people "political prostitutes," but now are different times.
