Lviv Brothers-Deputies Doskich were accused of multimillion fraud in declarations

NAPC revealed inaccurate data and signs of illegal enrichment in the declarations of Lviv businessman brothers Yuriy and Ostap Doskich. 54-year-old Yuriy Doskich is a deputy of the Lviv Regional Council from the "Servant of the People", and 50-year-old Ostap Doskich is a deputy of the Lviv City Council from "European Solidarity".

During the verification of Yuriy Doskich’s declaration for 2021, NAPC found inaccurate information amounting to more than 15 million UAH. In particular, the deputy concealed five land plots located in Malehiv, Zubra, and the village of Poltva in the Zolochiv district, which belong to him and his wife.

Furthermore, he provided false information about the value of four apartments in Lviv, a house in Malehiv, and another five land plots in Malehiv.

Yuriy Doskich did not declare about 600 thousand UAH of income received in the form of interest in "Oschadbank", and more than 14 thousand UAH in "OTP Bank".

It was also revealed that Yuriy Doskich provided false information about the salary received at "Gal-Kat", where he was accrued about 2.4 million UAH, whereas in fact, he was paid more than 2.6 million UAH.

Additionally, the deputy did not declare a monetary asset of more than 3.6 million UAH, which he provided to LLC "Production Enterprise Ukrkabel" as an interest-free loan.

Based on NAPC’s conclusions, Yuriy Doskich’s actions were found to have signs of offenses for which criminal liability is provided under Part 2 of Article 366-2 (declaration of inaccurate information).

In the declaration of his brother, Ostap Doskich, a deputy of the Lviv City Council, for 2021, inaccurate information amounting to 194 thousand UAH was found. In particular, he provided false data about the value of an apartment in Lviv.

Also, Ostap Doskich’s actions revealed signs of illegal enrichment (Art. 368-5 of the Criminal Code of Ukraine). The deputy declared the acquisition of a 50% stake in LLC Tibet and PE Lvivmetalplast. The total cost of acquiring corporate rights in these companies exceeds 11 million UAH. At the same time, during the inspection, it was revealed that the income of Ostap Doskich’s family, which could have been used to purchase these corporate rights, was about 2.4 million UAH (the difference exceeds 8 million UAH).

NAPC questioned whether Ostap Doskich could sell a two-room apartment in Lviv with an area of 77 m² to a docent of Lviv Polytechnic for 8.3 million UAH. NAPC considers that the sales contract for the apartment was concluded at an inflated price to explain the origin of the funds with which the corporate rights to the shares of the mentioned companies were acquired.

The brothers Yuriy and Ostap Doskich are co-owners of several companies engaged in cable production and metal trading, in particular "Gal-Kat", "Gal-Trans", "Halytska Cable Company", "Lvivmetalplast" and others.
