The Cabinet of Ministers approved draft laws on mandatory evacuation
The Government of Ukraine has approved two draft laws aimed at improving the legal regulation of mandatory evacuation of the population. They were developed by the Ministry of Internal Affairs.
This was reported by the press service of the Ministry of Internal Affairs.
If these draft laws are supported, military administrations will have the ability to announce mandatory evacuation from combat zones upon the submission of the military command.
Mandatory evacuation may be general or apply only to certain categories of the population: children, elderly people, or people with disabilities.
However, mandatory evacuation of children is carried out together with one of the parents, a person who replaces them, or other legal representatives. The evacuation will also be organized by guardianship and custody authorities with the participation of the National Police.
If parents refuse mandatory evacuation of children, it is carried out by the National Police. The children are then handed over to guardianship and custody authorities.
In addition, the decision on forced mandatory evacuation of children will be made by the regional military administration upon the submission of the military command and with the agreement of the Coordination Headquarters for Evacuation Measures.
The draft law proposes to introduce administrative liability for violating martial law requirements. In particular, it provides for responsibility for violating the rules of entry and stay in settlements where mandatory evacuation is taking place without the appropriate passes or permits.
