Ministry of Foreign Affairs has launched the "e-Consul" platform: making life easier for Ukrainians abroad

The Ministry of Foreign Affairs of Ukraine has significantly simplified the process for Ukrainians to obtain consular services abroad.

According to the MFA press release, the Cabinet of Ministers has adopted a resolution "On the implementation of an experimental project regarding the provision of certain public services and the performance of certain consular actions based on applications of persons who are outside Ukraine, submitted through the Unified State Web Portal of Electronic Services and/or the information and communication system ’e-Consul’.

"The MFA continues to develop a modern, mobile, digital, and service-oriented consular service capable of adequately and quickly responding to current and future challenges," said the Minister of Foreign Affairs, Andriy Sybiha.

Thanks to the adoption of this resolution, Ukrainian citizens abroad will gain the following new opportunities:

  1. Obtaining an ID card with the delivery of the finished card by mail (only one visit to the embassy or consulate is required for submitting documents);
  2. Passport processing in one visit for the collection of biometric data, with subsequent receipt of the finished document by mail;
  3. Registration in the State Register of Taxpayers through embassies and consulates;
  4. Exchange of a driver’s license or obtaining one after loss or theft;
  5. A comprehensive service for newborns, which includes:
  • state registration of the child’s birth (issuance of a birth certificate);
  • registration of the child as a citizen of Ukraine;
  • inclusion of the child in the Unified State Demographic Register (assignment of a UDRN);
  • registration of the child in the State Register of Taxpayers.

Moreover, applications for obtaining services can now be submitted through the portal or the Diya mobile application.

"I am confident that millions of our citizens abroad will appreciate the innovations that facilitate access to MFA services through digitalization. There is no longer a need to travel long distances twice for submitting and receiving documents. This allows for a real saving of time and money for our citizens," emphasized Sybiha.
