Citizens of Ukraine who are subject to military service receive two types of summonses — for data verification and combat. The latter is issued for mobilization after all checks are completed.

General mobilization and martial law, introduced in Ukraine, involve issuing different types of summonses to those subject to military service. The head of the defense mobilization work sector of the Sumy regional TRC and SP, Serhiy Monukalo, in an interview with Suspilne explained what types of summonses are used and the ways of their delivery.

Types of Summonses

Summonses in Ukraine are divided into two main types:

  1. For data verification — designed for checking registration information and undergoing a military medical commission (MMC).
  2. Combat — issued after all checks are completed and require reporting to the TCC for mobilization. This type also allows temporary leave from work.

How are summonses delivered?

With the introduction of digital technologies, the system of delivering summonses has changed. Now, their creation is possible through the automated system "Oberig," which uses a qualified electronic signature (QES). Such a document has full legal force and does not require a physical signature of the TRC head.

Summonses are delivered in several ways:

  • Personally — during patrolling or document checks.
  • Through the enterprise — the manager receives the document to pass on to the employee under signature.
  • By mail — registered mail with notification.

A citizen is considered notified if:

  • They received the summons personally.
  • The summons was passed through the employer.
  • The notification was delivered by mail.

From the moment of delivery, the person has three days to report to the TRC. If this is not done without valid reasons (e.g., illness or force majeure, which can be documented), a search may be announced on the fourth day.

In case of confirmation of force majeure circumstances (e.g., hospitalization), the deadlines for fulfilling the obligation may be adjusted.
